The government of Andhra Pradesh has taken a significant step toward modernizing its state highway infrastructure. Aimed at enhancing connectivity and addressing persistent road quality issues, the state is transitioning to a Public-Private Partnership (PPP) model for highway construction and maintenance. In the first phase, 18 state highways covering 1,307 km will be upgraded. The initiative includes the introduction of toll gates for revenue generation and sustainability, similar to the national highway system.
Key Highlights of the Initiative
PPP-Based Development:
The identified roads will be developed under various PPP frameworks, including DBFOT (Design, Build, Finance, Operate, and Transfer), BOT (Build, Operate, Transfer), HAM (Hybrid Annuity Model), and TOT (Toll, Operate, Transfer). These models ensure cost efficiency while maintaining high construction quality.
Toll Collection Strategy:
Toll fees will primarily apply to heavy and transport vehicles.
Exemptions for two-wheelers, autos, and tractors are under consideration.
The government will subsidize viability gap funding to reduce the financial burden on commuters while ensuring project viability for private contractors.

Chilakalapalem-Ramabhadrapuram-Rayagada
Vizianagaram-Palakonda
Kalingapatnam-Srikakulam-Parvathipuram
Kakinada-Jonnada
Narsapuram-Ashwaraopet
Jammalamadugu-Kolimigundla, and more.
Better Roads for a Safer Future
Chief Minister Chandrababu Naidu, during a recent review meeting, emphasized that quality roads are integral to ensuring safety and boosting economic growth. With 12,653 km of state highways, the government plans to expand the PPP model to additional routes based on the success of the first phase.

Addressing Existing Challenges
The government is also focusing on the repair and reconstruction of existing roads.
Rs. 861 crores have been allocated for a pothole-free program, with over 1,991 km of state roads repaired so far.
New roads will replace 1,447 km of highly damaged roads, with an estimated cost of Rs. 581 crores.
Further measures include jungle clearance for over 23,521 km of roads.
